The shipping ministry has proposed a new tariff structure for container cargo at major ports, replacing fixed berth charges with a volume-linked slab system, according to a draft policy released for public comment.
Port operators said the change could lower costs for high-volume shippers but raised concerns about revenue predictability for smaller terminal operators.
The ministry has invited feedback over the next 30 days before finalising the policy, which would take effect from the next fiscal year if approved.
