NEW DELHI, November 5 (Aalimi Nation) – The Election Commission of India announced on Thursday a Special Summary Revision of electoral rolls in four states and two Union Territories, setting out a schedule that ends with the final publication of the rolls on January 21, 2027.

The exercise will cover Arunachal Pradesh, Mizoram, Odisha and Sikkim, along with the Union Territories of Chandigarh and Dadra and Nagar Haveli and Daman and Diu. The Commission fixed January 1, 2027 as the qualifying date, meaning people who turn 18 on or before that date can seek enrolment.

According to the Commission, the rationalisation or rearrangement of polling stations is to be completed by November 20, 2026. Integrated draft electoral rolls will be published on November 30.

A period for filing claims and objections will run from November 30 to December 30, giving voters a month to check entries and seek corrections or inclusion. After claims and objections are disposed of, the final rolls are due on January 21, 2027.

The announcement follows an order issued by the Commission on October 15 under Section 21 of the Representation of the People Act, 1950, directing a Special Summary Revision in 17 states and Union Territories. Those include Assam, Bihar, Gujarat, Kerala, Punjab, Tamil Nadu, Uttar Pradesh and West Bengal. In that order, draft rolls were scheduled for November 12 and final rolls for January 4, 2027.

The October order also said that several other states, including Odisha, where the Special Intensive Revision was ongoing or recently concluded, would have their schedules announced separately. Odisha now falls in the group announced on Thursday. The Commission had said that Himachal Pradesh, Jammu and Kashmir and Ladakh would be notified later, taking local weather conditions into account.

In the October order, the Commission directed Chief Secretaries to ensure that election officers at every level, down to Booth Level Officers, have adequate manpower and resources. It said no District Election Officer or Electoral Registration Officer post should remain vacant during the exercise.

It also said that, from the publication of the draft rolls until the final rolls are published, no official involved in the revision may be transferred without its prior approval. If a transfer becomes unavoidable, a justified proposal must be sent to the Commission through the state's Chief Electoral Officer.

It made the Electoral Registration Officer of each assembly constituency responsible for ensuring that no eligible citizen is left out and no ineligible person is included.

A Special Summary Revision is a periodic updating of the existing rolls through additions, corrections and deletions based on claims and objections. It is distinct from the Special Intensive Revision, a more detailed exercise carried out separately in a number of states.

The Commission has not announced any change to the schedule for the 17 states and Union Territories covered by the October order.
