RAIPUR, November 4 (Aalimi Nation) – Union Home Minister Amit Shah said on Tuesday that the Centre is ready to convene a special session of Parliament to discuss the Special Intensive Revision (SIR) of electoral rolls, and urged the opposition to let the House function.

Shah was speaking at the concluding ceremony of the Chhattisgarh Rajyotsav celebrations in Nava Raipur Atal Nagar, an event organised by the state government led by Chief Minister Vishnu Deo Sai to mark the formation of the state in November 2000.

The offer on SIR

"The Centre is ready to discuss the SIR in Parliament. We are ready to convene a special session for it," Shah said. He asked opposition parties to take part in a debate rather than disrupt proceedings.

The opposition has questioned the revision exercise and alleged irregularities, while BJP leaders have defended it. Shah referred to a "mock parliament" that opposition parties recently held on the subject and said it showed disrespect to the institution. Congress had not responded to his remarks at the time of writing.

Remarks on Naxalism

Much of the speech focused on Left-Wing Extremism. Shah said his earlier appeal to Maoist cadres in Parliament had worked, claiming that only 10 percent of them were killed in security operations while 90 percent surrendered their weapons. He described the country as now free of Naxalism. No total figure for the number of cadres was given, and the claim could not be independently verified.

Chief Minister Sai said the Rajyotsav was being held after the state had become free of Naxalism. Shah had earlier set March 31, 2026 as the national deadline to end the insurgency.

"Anyone who surrenders with a weapon will be brought into the mainstream," Shah said, adding that otherwise security forces would act. He said those who follow the law would be treated as citizens.

Shah also accused the Congress of supporting Naxalism and said Rahul Gandhi had backed the Maoists' parallel "Janatana Sarkar", which he called unconstitutional. He criticised former home minister P Chidambaram for suggesting, in 2010, that Naxalites need not surrender arms and could pursue talks. "Violence cannot be ended this way," Shah said. He also asked whether human rights applied only to people who take up arms, citing artificial limbs the government has provided to people maimed in bomb blasts. These are the minister's allegations; no reply from the Congress leaders he named was available.

Other announcements

Shah credited former prime minister Atal Bihari Vajpayee with creating Chhattisgarh as a separate state and said Prime Minister Narendra Modi was working for its development. He announced that five lakh peepal saplings would be planted in Raipur to make Nava Raipur Atal Nagar a "Peepal City", and claimed that 70 promises made under "Modi Ki Guarantee" had been fulfilled in the state. He also presented the Chhattisgarh Rajya Alankaran Samman at the ceremony.

What next

Whether the government formally calls a special session, and whether the opposition agrees to participate, was not clear. The Winter Session of Parliament has not been announced in the accounts reviewed, and the opposition's position on Shah's offer is awaited.
